CZ75 and R8 are the best options for an eco round in my oppinion.
CZ75 if you are going to rush through corridors and smaller areas.
And R8 if you will go forward with caution and face broader areas.

For hostage maps and TR side I would say Sawed Off, definitely

It depends on how much you have to spend and what you really want.
P90 is the best SMG in my oppinion but it's more expensive than the others.
Bizon is the cheapest and weakest one, but it's really great for rushing.

Ranks are not that important.
What really matters is your skills.
I play CS since version 1.5 (2002). That is 18 years of experience with Counter Strike.
I've never played a single ranked game in CS:GO because I really don't like to commit to at least 30 minutes gameplay.
I still enjoy the game playing casual matches and war games.

It's a really well balanced FPS game and you definitely should buy it.
You might suck in the first weeks that you play it, but after improving your skills, you can get really good at this game and will never stop playing it.

I play a lot with sawed off.
That's the best weapon in my oppinion (for maps with corridors). Use it combined with deagle for long distances and you will rock.

I think you should have at least 60fps to play it, otherwise you would lose some crucial frames, specially when strafing and shooting from long distances.

I don't have any issues with cheaters in most of the matches I play in CS:GO.
Most people will call each other cheaters because they don't think some players can be that good, but trust me, there are players that are so addicted that you will call they cheaters.
You only start identifying who is a cheater and who is not when you play with one of these great players side-by-side.

I really enjoy playing CS just to relax, without the tension of having to worry about rakings. My favorite game modes are casual and arms race. What is yours?
