Yes, this game is a very high-pace game where you can either stealthily complete missions, or go rampage with your powers and speedrun the entire map in minutes. I do recommend watching some videos first for beginner tips. You will learn necessary tricks like floating, or the slide jump. Also, using money is not necessary: it is a free to play game.
