I discovered a bit of a work-around... Follow these steps:

1. Order a prepaid Visa in your desired amount.
2. Activate your Visa as a digital card and get your card details like normal.
3. Sign in to your paypal and send a REQUEST to another email account you have (or create a new one) that is not associated with a PayPal account, for slightly less then the amount of your prepaid Visa. (See note at bottom)
4. Using another computer or mobile device, access the email you sent the request to and click the link for the request.
5. When the page opens, select the "Pay as a Guest" option.
6. Change the "Paying for an item or service" to "Sending to a friend" and enter the card and billing address info.
7. Confirm the final amount.

There ya go, you should see the amount transferred to your paypal within a couple minutes!

NOTE: There is a small fee which you have to work out and plan for. For example, for a $10 prepaid Visa you should plan for (as of the time of this writing) a $0.58 fee, so you should make your PayPal money request for $9.42. I have only done $10 so I can't tell you what the other amounts will cost in fees.
