Dota 2 Patch 7.23a released: Big change to neutral drops

Just a day after Dota 2 patch 7.23 was released, IceFrog has bestowed upon us patch 7.23a. The main feature of this patch is the change to neutral drops, which has been the biggest controversy of the new patch. The other changes include balances to some of the neutral drops and heroes.
    GENERAL
Neutral drops will now always drop only 3 items per tier, rather than having a chance to get more
Neutral drops no longer have an end period in terms of when they can drop, just a start period (now 5/15/25/40/70). Higher tier items will always roll first
Neutral drop rate changed from 10/5/2.5/1.25/etc to 9/6/3
This means once a team gets three tier 1 items, there will be no more tier 1 items. Considering there are four tiers in all, the total number of neutral items a team can get in a game is now limited to 12, which is a huge relief, as there were just too many random items flying around. Valve is taking in community feedback, which is no doubt, a good sign. It will be interesting to see how much difference this makes and if the community likes the change.
The other changes, as mentioned earlier, are just balance changes to neutral drops and heroes and can be found . Most of the hero changes are nerfs after a few heroes really seemed to get out of hand. The open qualfiers for the Leipzig Major start tomorrow, the 28th of November which is where the patch will be first seen in action.
