I haven't been in the website for more than a month because of the frog system, It was really hard to complete tasks because of my country restrictions but today I checked the website again and I found that the frog system isn't there anymore, did it got deleted ? or is it just because of the Halloween event ?

It probably means that new users have the frog system because it's better for them to keep the users engaged with the new rules, while the frog system is no longer enabled for the old users because it would keep them away from the website, and they don't like losing so many users. It looks like a compromise.

I still dont have the frog/toad timer. Currently, I think they might have removed it for older accounts as theres much less of them but I am honestly not sure how it works as when I contacted gamehag support they said it was an "issue". They said their IT team was working on it and "You should be informed about becoming a frog or a toad in a notification." so, I am not sure how its working currently as I have no timer for it but does sound like I could randomly turn into a frog/toad by somethings mentioned. Its been ~10 days since then and I havent become a frog/toad.

From what I heard seems like some people got their frog/toad status removed (not sure why), while others still have it.

Probably it isn't removed since you could check your active runes tab, you'll see the magic barrier still there yet.

If i check on pc,it is not here anymore,but in the application on my mobile device is still there,so i dont know if it really removed,or not.
