when you got a steam account, it will have a level under your profile page (top right cornor) its can be leveled up by owning games, doing diffrent things on the steam platform, and crafting badges with trading cards.
and something madsen didn't mention is that you will first have to spend at least 5$ on steam to make your acount unlimited then your market, trading, steam lvl and bunch of other things will unlock on your steam acount
