I generally prefer FIFA over PES, but if you can't get a newer FIFA game then probably get PES 21 since it's more recent. But it's up to you, if you want the better game then go with FIFA 18, but if you want a pretty recent game with more recent transfers then probably go for PES 21.
If I were you I would get a more recent FIFA game.

Both are the amazong one. Fifa have the history and its iconic game, While Pes 21 is also better. Go for Pes 21 than u can try fifa, if you are playing for first time. make sure you have good gaming keyboard, if you really enjoy your game.
