I do like it. however I don't think that the anti hook mechanic should be in there. while some games should have gone differently (cough cough basement bubba cough cough) most of the time it isn't fair to the killer. If they decided to implament it then I think that it would be best to make it so that if the killer leaves it slowly goes down by 25% of max gain. what I mean by that is if the bar progresses by 2 charges per second when the killer is within 8 meters (just an example I don't know the real statistics) then when the killer is 32+ meters away then it should be reduced at 0.5 charges a second. just keep in mind that the numbers could be adjusted (including the 25%).
