I think you need to be level 3 to redeem any reward, because this way you will spend more time and do more things here, which is what Gamehag wants.

You need to be level 3 to redeem a reward, BUT if you already got the key, it means you already redeemed it. The level 3 limitation doesn't apply e.g. to the summer gift chests.
