I think it is available on both phone and PC, but tasks and the amount of gems you can obtain from them vary by location. I don't have any tasks on either PC or mobile.

I'm playing it on pc and it seems a lot easier to navigate this way. Also, I imagine a game like this would run down the phone battery pretty quickly.
