You need to get out of the limited account by buying a few games on Steam and increase your Steam level to 5 (easy, just look for booster packs of cheap games with 5-6 cards, then trade with bots). After that, in each sale, you will get around 1-2 USD worth of items if you manage to sell them all.

Well, you can pay with card, PayPal or any other payment method and after spending 5 dollars on steam you can trade or sell items from the games you play. :)
