2nd task rejected

My first task was accepted but my second wasn't. The criteria for task 2 is get to level 10. The notification that came up was as follows ' A task for Star Trek Online has been rejected. It seems like you haven't registered a new account in the game' Wtf? So I contacted Misty her reply was 'Hello. Unfortunately, but making a new account and completing this task can only help. We can not do anything else in this situation. Good luck!' Double wtf? They clearly state its for new players which I was when completed the first task so how can I register a new account for task 2
