So if i buy skins from BitSkins,and i get them on steam, will my steam account still be limited?(i wanna spend around 25$)

And i think if they send you skins for nothing it is a gift.Gifts don't count from FRIENDS,but BitSkins' bots aren't my friends right?

No. Steam accounts are limited until you obtain $5 in your Steam wallet by either putting in money directly or activating a steam wallet code, or until you spend the equivalent of $5 on the Steam Store by purchasing games.
