I'm pretty sure gamehag's discounts are not set according to steam's sales, I've never looked much into it, so I could be wrong.
Usually gamehag has events on it's own, like Black Friday and Christmas Holidays; that's when they put up discounts. It is possible for a game to drop on SG price, but it's not obliged to do so under Steam (or other platform) sale events
