Well, gamehag does help with this, but every week when you level up you get a skin or a graffiti it is random. You can also buy or trade skins or sell and buy other skins. There are also some sites that give skins for watching adds and stuff be careful some sites are scams. Gamehag is probably the best.

You can get skins from playing csgo competitive, but they're rarely any over blue's, mostly greys tho

you can get skins by playing csgo (by level up), then you can get from sites like gamehag, or by promo codes on some gambling sites (these sites mostly wants some deposit or can be fake so this way i dont recommend)

You can also go visit other websites and use promo codes for free money
