You only get SGs when you level up.

In a round about way it does as talking on forums gets your xp up which helps you level up, which gives you an initial SG boost for every new level achieved.

Earning xp through the forum allows you to level up, which earns you SG.

You will get just exp, but when you lvl you will get sgs
