Just keep batting till you reach rank 4. Then upload the image. It'll get rejected. Contact gaijin support and ask if your account was properly made through the referral link. Take a screenshot of their reply. Then contact support and show them your progress screenshot and gaijin support screenshot. They will manually accept the quest.

At least that's how I got it to work. After 3 months and 4 different accounts used.
