How come there are so many people that could be suspected of walling

Even though my rank isnt that great(silver elite) i still get a lot of people that seem to have hacks.

I dont want to sound like that player that only blames hacks or teammates for losing but i get into a lot of games where the enemy prefires me even though im shifting or where my team gets cornered when the enemy team should have known where we are heading so they could come form all directions
