o jogo nao esta mal optimizado o teu pc provavelmente nao aguenta tenho varios colegas que sofrem disso no entanto eu jogo bastante bem com fps acima de 200 em missoes e 100+ em mapas abertos tenta baixar os graficos para low e desliga o vsync e o frame limit e verifica se nao tens o dx12 ligado pois n funciona bem ainda
